
Sengoku is the Fleet Admiral of the Marines, preceded in authority only by the Gorousei (Council of Five), and perhaps the Tenryuubito (Celestial Dragons), the descendants of the people who shaped the early world.
He holds the highest military position in the Marines, and has under his command the entire Marine force, which includes the Three Admirals, the Shichibukai, and all military personnel in the marines. Sengoku seems to have a penchant for strange tastes, such as his fashion taste in braiding his beard, and having a goat for a pet.
Sengoku is a follower of the principle of “absolute justice”, and abhors the concept that evil deeds can be compromised in achieving results for the greater good. He is seen defending this when he objects the decision by the Gorousei to cover up the breakout of Level 6 inmates from the dangerous Impel Down prison, eventually causing his to resign from his position.
Sengoku’s power is still unclear, but during the battle at Marineford he shows his capacity to transform into a giant Buddha-like figure and possessing great destructive ability.

Notes: Sengoku is a driving force in the story of One Piece, having been Admiral since the old days of the pirates. He was involved in the bombardment of Ohara, and was present along with Garp to stop the rampage of Golden Lion Shiki, who was eventually captured in a battle which destroyed half the city of Marineford.
